Tommy Tortoise and Moe Hare are an animated cartoon duo created by Paramount Pictures' Famous Studios. Essentially a clone of The Tortoise and the Hare, they both appeared in theatrical animated shorts during the 1950s, beginning with Winner by a Hare in 1953.
Tommy & Moe and the other original Famous characters were purchased by Harvey Comics in 1958, who continued to promote the characters under the name Harveytoons.

Tommy Turtle[]
A character named Tommy Turtle appears in a series of 1 page text stories in Harvey comics. A character named Tommy Turtle also appears in 1 page text stories in Pines comics. These may or may not be written by the same author and may or may not be the same character. As Tommy Turtle and Tommy Tortoise are both fairly generic character names and concepts, it's difficult to determine if they're the same or not.
Some old web page from 1999 claims that Tommy Tortoise diddn't make a comic appearance until Harvey, the Magazine for Kids #2 (1998).
